It's possible to do this with some people, but impossible for most. When it does happen, it's generally a case of first impressions being confirmed through later behavior.
Anyone who would try to peg me in 10 seconds would almost certainly get me wrong. As a management training exercise, I was asked to have 4 long-time acquaintences rate my personality according to a chart with 4 quadrants. You guessed, each of the 4 placed me in a differnt quadrant!

If people are judged by how they dress on a date that is foolishness.
I can tell if I will be compatible with that person in 10 minutes and with an email too. If that is the real person writing it.
Good looking, well dressed people can easily rip you off.

You can't tell anything about personality in 10 seconds. You can just tell if there is an initial physical attraction. How do you know if the person isn't drunk or on drugs or anti depressants? Maybe they had a bad day and are in a bad mood. If they are attracted to you they could be getting an adrenalin and endorphin surge making them all goofy and happy. Most people are going to try to put on their best impression when they meet someone that could be a potential mate. That doesn't mean they will act like that all the time.

This is a pretty useless article, though the premise is correct. Good Cops, salespeople, doctors and many others can quickly size up a person and tell a lot. here are some better examples of what to look for. Wedding ring? Tattoos? Smoking? Religious symbols like crosses? Crack o' the butt showing? How heavy is the makeup? Talk a lot without saying much? End statements in an up-inflection of the voice like asking a question? How complex is the vocabulary? Does the conversation focus on a person or a topic? Eye contact? Lean toward or away during conversation? Arms crossed? Foot tapping? Smile? Nervous, mechanical, or natural smile? On and on.
